我是一只麻雀,长期寄居在人家里,故名为家雀儿。此时,我正站在一根冷得刺骨的电线上,任寒风吹落我身上的羽毛。我想,我大概快要死了。因而,我特意在此立了一封“遗书”以表我的不幸与悲哀。
致我曾经的同居者及家人们:
我是雀儿,在你看到这封信时,大概我已饥寒交迫以致逝世。请不要为我哭泣,因为还有更多的“雀儿”也沦为这般田地。说到饥寒交迫,“饥”,的确,我已经很多日子没有吃到东西了。我住的这块地方,已经很少见到耕地了。更别说那如奢侈品一般的谷粒了。我曾亲眼看到,金灿灿的麦稻被烈火焚烧时的惨状,那噼啪作响的声音——如果你能听到,你会感觉像是求救与挣扎,不幸的是,我只能远离,因为那些焦火根本不在意会不会燎烧我们的羽翼。饱含着同情与饥饿的我和小时的玩伴再回到这里寻找残食时,那一瞬间让我们折服于人类的力量了——许许多多的人类居住的泥造物侵占了整片麦田,有许许多多冰凉灰白的路交错地铺在这片土地上,唉?烧剩下的麦秸没有了吗?这不曾是大片麦田么?妹妹睁大惶恐的双眼问我,我,我……我只听到身后哥哥的哽咽和姐姐悲伤的啼鸣。
我们很久前就寄人篱下了。因为我们出生的那棵老杨树,在我们会飞后就被锯断,人类拿去制造一种叫“纸”的东西了。后来我们在路途中见到的满是这类东西,便不禁回念起儿时巢的温暖,因而望着它们再无力挥动翅膀……我们搬过好几次家,原因都是人类把我们的“家”带走了。他们总会有他们的用处。而且他们大概觉得他们能在我们的巢上制造出更有价值的东西。人类啊,真的是比我们聪明太多太多了,拥有比我们更多的追求与欲望,拥有比我们强出百倍的智力与能力,能创造出我们一辈子甚至几辈子也不会明白的“意义”。只是不知道,人类是否觉得幸福?反正,我要食物,我要家人,我要家,这样我才会觉得幸福。只要不是伫立在这冰天寒地之中悲伤地哭泣,我就不会感到寒冷,只要有一棵树也好,让我怀念起故乡,再不想住在人类冷冷的屋檐缝隙中,还要提防他们的“图谋不轨”。好想有个家啊!
前不久,我收到各地兄弟姐妹的书信,这更让我沉不住气了。在南方住着的燕子,在信中写道,不是燕儿不想回去,实在是回去了没有我立羽之地啊!粮食被人吃光了,土地被人占满了,河水干枯,湖泊涸竭,哪里还有我们生存的地方啊!其实说实在的,哪里都一样啊……我流下泪,又想起那些旧事了。打开白鸥的信,竟是黑色的羽毛制成的,好奇地读着内容,我的泪又如泉涌一般。那信上,竟都是逝者葬礼的请柬,密密麻麻、紧紧凑凑的名字让我惊秫,让我陷入巨大的哀痛……书上最后几行写着:我们生于蓝色大海,却死于黑色的大海。人类告诉我们,我们的家是宝贵的,具有无穷的财富,我们看着他们剥夺着家园,像强盗一般搬走了矿石、黑油、数以千计的鱼虾…但我们微薄的斗争不仅没有夺回我们应有的东西,反而失去了生命,染黑了羽翼……
我无法面对我的同胞、我的姊妹,更无法面对做出这些事情的人类。我想,我只能以死明志。但我一只小小的家雀儿的离开,改变不了一切,改变不了人类的作为。但也许,在人类更加肆虐般的侵蚀自然、破坏家园的时候,我的兄弟姐妹、我的同胞同类、我的朋友们都会面临“饥寒”与绝望,那时,他们也会踏上同一条路,以此宣言。
请还我们的家园!请你们保护自然!我将欣然。

The health care system of the government of Vietnam today only finances 0.9% of its Gross Domestic Product (GDP). Thirty percent of the country’s population only benefit from it. Therefore, Vietnamese people need to finance themselves for medication in a private health care institution.

The goal is to give every resident a health care system even though some of them still choose to buy additional private health care insurance. The idea is being patterned from their neighboring country, Thailand, and this action plan should decrease the shortage of health care for both rural and urban areas.

The standard and availability of health care assistance differ dramatically in terms of location between rural and urban areas.

Vietnam has a lesser availability in the health care system compare to neighboring countries. Unfortunately, the health care systems in Vietnam are the poorest in quality among the countries in Asia because of the insufficient financial support of the government in the health department.

Most of the hospitals and clinics in Vietnam are found in big cities like Hanoi, Ho Chi Minh City, and Hai Phong. Health care system in urban and rural areas is very different. It is also difficult to look for medical specialist or medical assistance in rural areas, as public health is not the same in quality compare in urban areas. With some implementation and effective improvements, the country of Vietnam will earn high quality more importantly in rural areas where financial support is very necessary.

In Japan, they have a new security camera system and the by the help of Japanese railroad program, it is capable to recognize possible commuter who are in the influence or affected by alcohol just by viewing them.
The installation of the high technology system is in Kyobashi station in Osaka, one of the largest cities in Japan with forty six cameras to spontaneously find the signs of alcohol and warn the citizens of probable problems. Not similar to a device used by police for measuring the amount of alcohol in a driver’s breathe, Japan’s new security camera system uses human action to try to anticipate who may have spoil the period of the day when drinks are sold at reduced prices in a bar or restaurant. The company West Japanese Railway which is behind the security system emphasizes that the cameras are only used to advocate safety and won’t be used to find people or it doesn’t mean to be similar to red light camera. If the new security camera system is proven successful, they plan to develop it to other stations in Japan.

大股东、高管减持

创业板自设立之初,上市公司的数量,以及其融资规模发展迅速。一方面,上市公司从资本市场获得大量的超额融资,创造了一个又一个财富神话,批量制造了一批又一批的亿万富翁;另一方面,投资者却因为“三高”:高股价,高市盈率,高募集资金而战战兢兢。不仅如此,不少上市公司,在解禁潮过后,无论是大股东还是公司高管,纷纷不惜离职来抛售股票,疯狂套现,在资本市场上“榨取”小股东的“鲜血”。“股东”一词在维基百科上解释为“shareholder”,作为公司的投资人,股东们更多的应该扮演“舵手”的角色,带领整个公司以及中小股东一起成长,前进。然而,在利益的驱使下,公司的股东们却并没有很好的履行他们的职责,不少股东“看空”自己的公司和市场,通过不同方式,借用各种理由,大量减持手中的股票,从资本市场上圈钱走人。这一行为,不仅与创业板设立初衷背道而驰,还影响公司股价,更加动摇了投资者,尤其是中小股民的投资热情。

大股东、高管减持的原因有很多,但是最主要的就是因为受巨大财务的利益诱惑。由于高管相比其他中小股民掌握着公司更多的内部消息,因此,他们可以更加全面真实的知道公司的运营情况,因此,他们可以提前在股价下跌之前抛售股票,在股价上涨之前购买股票,从而获利。但是,作为股东,一味的谋求财富价值,而不顾中小股民的信任的,这种做法实在让人心寒。

Reading Report of Some New World Lessons for the Old World[1]

The paper remarks three areas in which American Constitution is considered to have made distinctive contributions to the world; they are: an extended democratic republic, federalism and civilian supremacy. And the author emphasizes on America’s earlysuccessfulexperience.The aim of this paper is to offerAmerica’s valuable lessons to Easter Europe for their rebirth and constitution-making.

The first part of the paper is about the extended democratic republic of America. There are three main responses to the Anti-Federalists. First, Montesquieu did not support the Anti-Federalists as far as they supposed. For Montesquieu suggested that “confederate republic” could avoid the geographic limitations. Second, Madison pointed that an extended republic could control factionalism. These two reasons described in Federalists 9 and 10 are well-treasured nowadays. However, the most important point—“geostrategic” argument recorded in Federalists 4 through 8 is ignored today.In these passages, the Publius made an analogue between England and America. They pointed that if states united, America would resemble England. Because America has Atlantic as the moat to protect it from being invaded by Europeans, America need not sustain large standing armies which can easily lead tyranny and crush domestic liberty. On the contrary, if the Confederation is divided into thirteen nations, each separation will be free to arm itself and intimidate its neighbors.And given the latent conflict on the control of the West, the option of a system of three or four smaller confederacies will similarly cause chaos.Only the confederation can bring peace and development for America.

The geostrategic vision was well-received by elites such as James Wilson, Benjamin Franklin and George Washington. Moreover, the argument influenced the politic and legislative realities. For example, the Bill of Rights, the Second and Third Amendments all stress on the restrictions of federal government and army but ignore the states. Even President Jefferson’s purchase of Louisiana and the Monroe Doctrine all show the influences of geostrategy.

Since twentieth-century, Federalist 10 has been rediscovered while geostrategic vision has fallen. But through the Pearl Harbor incident, the Cuban Missile Crisis and Star Wars technology, we can see that the issues raised by Federalists 4 through 8 have not disappeared.And three reasons may account for the ignorance of geostrategic vision. First, it seems imperialistic; second, it is inconspicuous in the constitution; third, it seems not as important as other principles in constitutional case law.

And what Europeans can learn from the first part are mainly of two aspects: demilitarization and conducive to commerce. Poland’s fears toward Germany shows that military risks are still believed to exist in Europe whose geostrategy is different from America. Thus, a transitional legal structures to demilitarize the continent is in demand. NATO just provides a model of it. Also, economic cooperation and demilitarization have an intimate association with each other according to Federalists 4 and 6.One is that commercial intercourse can strengthen ties between different regions. The other is that it provides a chance for navies and commercial navigation to promote each other. Moreover, confederation need less money to sustain army and thus promote the economy.Given these reasons, Europeans should develop institutions like EEC to promote intracontinental free trade.

The second part of the paper is about federalism. Some platitudes about the values of “federalism” such as it can allow more experiments and keep diversities do not catch the main point.The key value of federalism is the protection against government.And there are three mechanisms to assure this value.

The first mechanism, “legal check” of federalism contains two portions. One is that each branch of government can thwart a national law it deems unconstitutional. The other is that if a citizen’s constitutional rights are violated by the federal or state government, he can invoke remedies furnished by a structurally independent government.

The second mechanism is called “military check.”In America, the military power is shared between center and periphery. And according to Federalists 28 and 46, the army can be used to put down local insurrection or thwart national tyranny.Nonetheless, “military check” can be abused, just as the American Civil War.But despite this, Eastern Europe, especially the Soviet Union should learn something from this mechanism. And the main function of militia is not to really use it, but offer an underlying restraint for the abuse of professional army from the central government.

“Political check” is the last mechanism. It means that state governments can speak out against federal policies and seek the amendment. In 1798-99, state governments played roles like the institutional press or opposite party today. This serves as the midwife of two pioneering works: the First Amendment protection of press and the birth of the party system.This point is especially important for Eastern Europe, for this offers an alternative to check if the leader is capable.

And the major difference between the federalism of America and Eastern Europe is that American states are far more similarthan the ethnic regions of some Eastern European countries.But there is still some problems of this point in American federalism, so the Old World should better turn to Canada on this topic.

The last part of this paper is about civilian supremacy. Because America’s geostrategic position leaded to a small amount of army, civilian supremacy was not a hot issue before. But today, America has a sizable national standing army. Two reasons may account for why military is still subordinate to civilian officials: constitution text and tradition. And the tradition of civilian supremacy was set largely because of the models set by George Washington and Robert E.Lee. Also, American military schools adapt the spirit of civilian supremacy. Eastern Europe needs to use constitution texts and pay serious attentions to the military training institutions to establish civilian supremacy.

Taking the arguments above into consideration, the success experiment of America in self-rule offers lessons for not only Eastern Europe but also the whole mankind.

The capital city of the Philippines, Manila, have the most serious problem of ocean trash especially in the area of Manila Bay. This information was based on the report from one of the environmental groups in their trash examination during the International Plastic Bag-Free Day.

The official inspection of EcoWaste Coalition and Mother Earth Foundation had gathered 1,594 liters waste and 23.2% from the waste are plastic bags.

As a whole, plastics are number one on the list. There are 61.9% plastic made wastes and the number two top pollutants were plastic wrappers which have a percentage of 18.8% from the gathered waste.

Different scrap trash such as cigarette butts, clothes, rags and sponges are the third most common ocean trash which has a percentage of 15.7%. Rubber trash like scrap slippers belonged in the fourth place which has a percentage of 11.9% while decomposed trash belonged in fifth ranked at 9.7%.

This year’s study had constant results in past years, presenting the negative effects of plastic waste to improve the solid waste management in Metro Manila.

There is not less than six government organizations have been assigned by the Supreme Court to repair Manila Bay. The government organizations include the Department of Environment and Natural Resources (DENR), Department of Public Works and Highways (DPWH), Department of the Interior and Local Government (DILG), Philippine Coast Guard (PCG), Metro Manila Development Authority (MMDA), and the Department of Health (DOH).

However, Manila Bay is not only one that has an ocean trash problem. Based on the Us-based group Ocean Conservancy, the quantity of ocean trash gathered from the Philippine ocean has been increasing every year since 2010.

Asian countries that manufactured almost ninety percent of the global’s palm oil are Malaysia and Indonesia. This palm oil is used in cooking oil, cosmetics, soaps, bread, and chocolate.

Palm oil is also used as a factory oil and believed as a perfect biofuel as a replacement to fossil fuel. However, it was not approved since it was reported to destroy the rainforest because of widening of plantations.

Indonesia committed a solemn promise to give a brake in deforestation in their land. Norway also pledged to Jakarta to contribute one billion dollars every year as their financial support in order to observe and measure the quantity of greenhouse gas production.

A study shows that young abusers of steroids are likely to suffer to substantial heart disease mainly when it comes to other drugs.
Another study found that the misuse of steroid is connected with higher risk of heart disease in otherwise strong young men.
A scientific investigation conducted by National Drug and Alcohol Research Centre (NDARC) at the University of New South Wales and the New South Wales Department of Forensic Medicine tested all twenty four deaths caused by steroid abuse in NSW from 1996 to 2012. Large-scale heart disease which includes left ventricular hypertrophy and thickening of the arteries was part of the exposition.
Even though all the cases revealed proof of the usage of steroid, these were not the firsthand root of deaths. All but one on the test were cause by the use two or more psychoactive drugs in combination to achieve a particular effect and accidental drug toxicity.
Among the psychoactive drugs discovered were psychostimulants, benzodiazapines, opioids and alcohol. Psychostimulant toxicity was the immediate reason of death as well as the dangerous dose of opioid. More than half of the cases revealed proof of current injecting drug use.

It is very common in Asian countries to see street vendor carts. They offer fast food dish just like a small savory ball of dough  that may be boiled, fried, or baked in a casserole and sell them at different areas within the city. The fast food carts are very conventional in Asian cities which have an important pedestrian public highway.

Asia has extensive fast food franchisees. Based on their country of origin, many adjusted their menu to contemplate the flavor of local Asians.

In Korea, Kimchi with a small roll of chopped vegetables, meat, or fish, fried in breadcrumbs, covered with brew cabbage and onions. A croquette is normally filled donut.

Shanghai Spicy Chicken Burger is served by McDonald’s which is a top selling burger in Korea, same thing with Bulgogi Burger. Bulgogi is a Korean dish that contains a grilled marinated beef.

Kimbap is also a favorite by many Koreans. It is a “sushi” kind roll that contains different coverings like tuna and bulgogi. Today, Kimbap fast food chains are widespread in the country and even in other Asian countries.
